CART was formed as a non-partisan grassroots organization in 2004 in response to an urgent request from Anna Maria Island citizens and business owners who were critically concerned about the continuing loss of the Islands business community. The group felt that the loss was directly attributable to the unbridled escalation of property taxes which were being levied by state, county and local governments. CART is a 501(6)(c) corporation whose officers serve on a voluntary basis and were instrumental in achieving tax deferral legislation in 2006 for waterfront hotel & motel owners throughout the state.

We are a group of hard working citizens intent on bringing about a positive change. But we need your participation. Politics is about people and numbers can speak louder than dollars. Together we can be a stronger voice in Tallahassee and in our counties.

In 2007 CART merged with Homeowners Against Runaway Taxation or HART to extend its member base to residential property owners. HART was established in 2005 as a residential spin-off of CART. In early 2006 HART merged its efforts with the Florida Association of Seasonal Homeowners to represent the property tax reform concerns of residential taxpayers across Southwest Florida. The founders of HART have been coordinating interest and participation in the establishment of a statewide tax reform group since the fall of 2006.

In March of 2007 CART and its merged partner HART made the decision with other grassroots organizations from throughout the state to form the
Florida Taxpayers Alliance (FTPA). The Alliance has a membership in excess of 100,000 committed volunteers who are active participants in the drive for not only tax relief but also a long-term tax reform.
