• The commission is a constitutionally created
panel of 25 voting members and four nonvoting legislators, assembled every 20 years to review the state's tax and budget
system and recommend changes. It may place directly on the November 2008 ballot constitutional amendments relating to taxes
and budgets. • T Nine members are appointed by the president
of the Senate, nine by the speaker of the House and 11 by the governor.
