THE FLORIDA TAXATION AND BUDGET REFORM COMMISSION. Miami Herald 6-24-07

• The commission is a constitutionally created panel of 25 voting members and four nonvoting legislators, assembled every 20 years to review the state's tax and budget system and recommend changes. It may place directly on the November 2008 ballot constitutional amendments relating to taxes and budgets.

• T Nine members are appointed by the president of the Senate, nine by the speaker of the House and 11 by the governor.

• They must submit proposed constitutional amendments by May 4, 2008.

• Talbot ''Sandy'' D'Alemberte, Democrat from Tallahassee, former president of Florida State University, former president of the American Bar Association and former state representative.

• Mike Hogan, Republican from Jacksonville, former state representative and now Duval County property appraiser.

• Jacintha Mathis, Republican from Delray Beach and a real estate and bond attorney.

• Randy Miller, Republican from Tallahassee, executive vice president of the Florida Retail Federation and former director of the state Department of Revenue.

• Les Miller, Democrat from Tampa, former state Senate minority leader who manages minority business development and government relations for Tampa General Hospital.

• Jade Moore, Democrat from Clearwater, executive director of the Pinellas Classroom Teachers Association

• Susan Story, Republican from Pensacola, CEO of Gulf Power Association.

• State Sen. Mike Haridopolos, (nonvoting member) Republican senator from Melbourne.

• State Sen. Gwen Margolis, (nonvoting member) Democrat of Bay Harbor Islands.

Appointed by House Speaker Marco Rubio:

• Allan Bense, Panama City Republican, former House speaker and Panhandle road contractor and developer.

• Bruce Kyle, Fort Myers Republican, lawyer and circuit judge appointed to the bench by then-Gov. Jeb Bush.

• Patricia Levesque, Republican from Tallahassee, executive director of Bush's Foundation for Florida's Future and Bush's former education policy advisor.

• Alan Levine, Republican from Fort Lauderdale, president of the North Broward Hospital District and former secretary of the Agency for Health Care Administration and chief Medicaid advisor to Bush.

• Brian Yablonski, Republican from Tallahassee, vice president of St. Joe Co., former Bush budget advisor and deputy chief of staff.

• Julia Johnson, Windmere Republican, president of Net Communications who served as a Bush appointee to the Public Service Commission.

• Carlos Lacasa, Republican from Miami, a lawyer and former state representative.

• State Rep. Ray Sansom, (nonvoting member) Republican of Fort Walton Beach.

• State Rep. Frank Peterman, (nonvoting member) Democrat of St. Petersburg.

•  Hoyt ''Barney'' Barnett, Republican from Lakeland, vice chairman of Publix Super Markets who served on the 1990 Taxation and Budget Reform Commission as well as on Bush's Property Tax Reform Committee.

• R. Mark Bostick, Republican from Winter Haven, president of Comcar Industries and a member of the 1990 commission.

• Martha W. Barnett, Democrat from Tallahassee, partner in the law firm of Holland & Knight and former president of the American Bar Association; served on the 1990 commission and Florida Sales Tax on Services Study Commission.

• Roberto ''Bobby'' Martinez, Republican from Coral Gables, a shareholder in the Colson Hicks Edison law firm who has served on the transition teams of Crist and Bush.

• John M. McKay, Republican from Bradenton, real estate broker and developer who was president of the Florida Senate from 2000-02.

• Robert ''Bob'' McKee, Republican from Leesburg, tax collector for Lake County and former town manager for Lady Lake.

• Nancy J. Riley, Republican from Clearwater, real estate broker with Coldwell Banker Residential Real Estate and president of the Florida Association of Realtors.

• Darryl E. Rouson, Republican from St. Petersburg, attorney with the law firm of Rouson and Dudley, served as the first African American prosecutor in Pinellas County and is the immediate past-president of the St. Petersburg NAACP.

• James ''Jim'' A. Scott, Republican from Fort Lauderdale, an attorney and founding partner of the Tripp, Scott Law Firm in Fort Lauderdale. A former state Senate president and former chairman of the Taxation Committee for the 1998 Constitutional Revision Commission.

• William Gregory Turbeville, Republican from Tallahassee, lobbyist with Smith and Ballard, formerly served as policy director for Bush and chief of staff for former House Speaker John Thrasher.

• Kenneth Wilkinson, Republican from Fort Myers, Lee County property appraiser and the author of the Save Our Homes amendment.
