CART’s mission is to provide the citizen driven initiative and leadership necessary to formulate a fair and equitable statewide tax policy that will encompass and satisfy the diverse economic and sociological needs of all inhabitants who invest or reside within the state of Florida.

·         State, County and Local government and taxing authorities must be responsible and accountable to the essential needs of taxpayers through an equitable and judicious management of all resources available to the government at every level

STRATEGIC OBJECTIVES

These strategic objectives will be accomplished in 2007 through legislative or constitutional action:

• Cap future spending growth to the lesser of inflation or 3% plus population growth.
• Cap future revenue increases from all level of governments and all sources of revenue to the lesser of inflation or 3% plus population growth.
• Rollback local government revenue and spending (county, cities, special districts) to fair levels prior to inflated budgets due to increased property valuations.
• Establish fair appraisal of property values and roll back to fair valuation levels.
• Ensure that only voters can overcome these limitations and rollbacks at the polls.
• Ensure that local governments are providing services based on zero-based budgeting.
• Excess revenue shall be returned to the taxpayer or be used to reduce future tax burdens.
